I quickly searched the Steam Store for F2P strategy games. If the game is not on that list, I'd drop the strategy tag off and go through the whole list of F2P games. I don't think there were that many in 2012.

Jazz Jackrabbit 2 has two (3 with expansions) playable characters that have different abilities.

I mistook it for hz1z I've seen them play, but I got corrected. Both of them have the poison gas aspect, but crafting and more details match The Culling.
