No, not exactly. All dialects have their own unique spellings and pronunciations. Say "aluminum" or "lieutenant" for instance, 'Merikans, Northmen, Aussies, and Brits will all say them differently.

Also, of the ~1.5 billion English Speakers, all but one pronounce "nuclear" the same. (New-clear) That exeption would be President Bush. (Shudders at the thought of his "Nuke-Yoo-Ler")
